Standard Deviation
Rayleigh distribution standard deviation.
The standard deviation for a Rayleigh random variable is

is the scale parameter.
Usage

Returns the standard deviation of a Rayleigh distribution with scale sigma
.
var y = stdev( 9.0 );
// returns ~5.896
y = stdev( 3.5 );
// returns ~2.293
If provided sigma < 0
, the function returns NaN
.
var y = stdev( -1.0 );
// returns NaN
